At the time the First Amendment was ratified, the English struggle against taxation of the press was ongoing, but it was far from over. Resistance to the English taxes on publications and awareness of their impact on the broad availability of political information were increasing, although the apex of the taxes had yet to be reached and the turning point in the struggle for their repeal would not be reached until the 1830s.

Knowledge Taxes from the Colonial Period Through Ratification of the First Amendment. The history of knowledge taxes in America divides naturally into two stages, the first of which covers the eighteenth and nineteenth centuries, and the second of which covers the twentieth century. We turn now to America, and to the beginnings of our nation’s experience with knowledge taxation. The first period spans the colonial taxes, the ratification of the Constitution and the Bill of Rights, and the nineteenth-century federal, state, and local taxes.
