Sverre Lodgaard is a Norwegian political scientist who has held several senior positions within government and non-governmental organizations, including the Norwegian Institute of International Affairs (NUPI). Lodgaard specializes in peace, foreign and security policy, but has also worked on developing country issues. He has since the 2000s written extensively on nuclear arms control and disarmament issues and on Middle East affairs.
The debate on no-first-use of nuclear weapons has been conducted on a number of fronts. First use of nuclear weapons has come under challenge from many different directions: from church synods, from an international lawyers, in debates at the United Nations, and from strategic thinkers. This book takes stock of the arguments for and against no-first-use and examines the political, military and arms control implications of such a commitment.
